Paying for Pills or Paying for Outcomes: Wither US Policy?

Health care is undergoing a monumental shift as payers move to aggressively reward value defined by lower costs and better outcomes. Bundled payments, accountable care organizations, evidence-based medicine, and value-based insurance design (VBID) have become key tools in a system-wide movement away from traditional volume-based, fee-for-service payment models. In such value-based systems, payment for a service or treatment is linked to real medical outcomes, rewarding lower cost and higher quality – not quantity. Current law has inhibited this move in the prescription drug space, however.

This course will explore recent trends in value based payment arrangements for biopharmaceuticals and the overarching trend in pay for value models in US health care. Participants will learn more about the laws and regulations inhibiting the use of VBAs in Medicare and Medicaid and how new reimbursement structures may incorporate pharmacists in patient care.

Learning Objectives

At the completion of this activity, participants will be able to:

  • Understand different types of value based payment arrangements (VBAs) and the prevalence of their use in the market and in state/federal programs
  • Learn about the various laws and regulations governing VBAs
  • Understand proposed state and federal reforms related to VBAs and how VBAs might accelerate
  • Learn how different providers, including pharmacists, might participate in, and benefit from, VBAs
  • Understand different ways the pharmacy community can engage with federal and state decision makers to accelerate VBAs
